The PLA is an organization that plays a minor antagonistic role in 21Down 2. The PLA are only encountered in two levels: the Dam and Say Farewell. They are encountered first in 'the Dam' when the Delta M is chased over the Kazakh border by KTL soldiers, PLA troops have no idea who the black clad soldiers are who are getting chased by Kazakh terrorists. They wear standard PLA uniforms exept the ones dropped off by the helicopters, who wear " cloud uniforms ".

Their standard load-outs are PKM's, AK-47's (actually a Type-56 but there is no difference in appearance or sound), RPD's, Type-54's (T-54 Tokarev), QBZ-95(T-95), and QSZ-92's. All PLA voice clips are in Mandarin. In terms of vehicles they use APC's and Type-59 tanks.
